Members

The Governing Board of the Los Montesinos City Council, by virtue of the powers conferred on the mayor’s office by articles 23 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, 43, 46 and 52 of the Regulation Organization, Operation and Legal Regime of Local Entities, is formed by resolution of the mayor dated June 18, 2019 by the following members:

Competences

The Governing Board of the Los Montesinos City Council, by virtue of the powers conferred on the mayor’s office by articles 21.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and 46.1 of the Organization Regulations, Operation and Local Regime, has the following powers, decreed by mayoral resolution dated June 18, 2019:

First.- The Governing Board will hold an ordinary session, on first call, on the first and third Monday of each month, at 9:30 a.m., except in August.

Second.- Delegate to the Local Government Board, and with respect to the matters indicated, the following attributions:

  • Approve the offer of public employment in accordance with the budget and templates approved by the Plenary.
  • Approve the bases of the tests for the selection of personnel and for the competitions for the provision of jobs
  • Distribute the complementary remuneration of the personnel at the service of the City Council that are not fixed and periodic.
  • The powers as a contracting body with respect to contracts for works, supply, services, management of public services, special administrative contracts, and private contracts, except those that are the responsibility of the Plenary and the classification of propositions and requirements of documentation in the bidding procedures referred to in art. 135 of the Public Sector Contracts Law.
  • The approval of works and services projects when it is competent for their contracting or concession and they are not the competence of the Plenary.
  • The award of concessions on assets, as well as the acquisition and disposal of real estate and rights subject to property legislation, which are not the competence of the Plenary.
  • The request for subsidies whatever the execution budget and public or private entity to which it is requested.
  • Authorization for the signing of agreements, whatever its budget and public or private entity with which it is intended to formalize and the approval of collaboration agreements not expressly attributed to the Plenary.
  • The approval of the call and specific regulatory bases for the granting of subsidies and their resolution referred to in article 11 of the municipal Ordinance approving the regulatory bases of subsidies that are granted by the Los Montesinos City Council when their amount does not exceed 10% of the ordinary resources of the Budget, as well as the direct granting of subsidies provided for in article 12 of the municipal Ordinance, within the credits assigned for this purpose.
  • Authorization, disposition and recognition of obligations, except those of plenary competence, those that derive from spending commitments acquired previously or refer to expenses of a periodic nature and others of a successive tract.
  • Fixation of local festivities.

Competences

Los Montesinos City Council has two Information Commissions:

  • Municipal Commission of Finance, Internal Regime and Social Welfare, which will rule on matters related to the organization and administrative management of the economy, finances and budgets, municipal inventory of assets and rights, human resources, traffic and citizen security, social services, health, neighbor relations, tourism, commerce, economic promotion, education , culture, sports, youth, celebrations and citizen participation. It will also act as a Special Accounts Commission and, whose purpose will be the previous report, opinion, consultation or proposal of the matters that have to be submitted to the decision of the Plenary of the Corporation.

It will adjust its operation to the provisions of articles 123 to 126 and 134 to 138 of Royal Decree 2568/1986, of November 28, which approves the Regulations for Organization, Operation and Legal Regime of Local Entities. The Permanent Municipal Commissions will hold a meeting sufficiently in advance to rule on the matters that must be dealt with in the corresponding body.

  • Municipal Commission for Urban Planning, Contracting, Works and Services, which will rule on matters related to the organization and administrative management of territorial and urban planning and management, environment, industry, awarding of concessions on municipal assets, acquisition of real estate and rights subject to property legislation, as well as their disposal, contracting, municipal works, public services, modernization of the administration, agriculture, roads and livestock routes and, whose purpose will be the previous report, opinion, consultation or proposal of the matters that have to be submitted to the decision of the Plenary of the Corporation.
